几乎每一位中国研究者在选刊时都会被同一个问题困住:一本期刊在 JCR分区 里是 Q1,在 中科院分区 里却只是2区——到底以哪个为准?这不是你一个人的困惑,而是两套评价体系的底层逻辑本就不同。2026年,情况又出现了二十年来最大的一次变动。这篇文章帮你把三者一次讲清楚。

一、JCR分区:简单、透明的四等分

JCR分区由科睿唯安(Clarivate,即Web of Science的运营方)发布,逻辑最简单:在每个学科类别内,按期刊影响因子(Impact Factor)从高到低排序,均分为四等份,各占25%。前25%为Q1,其后依次为Q2、Q3、Q4。

因为是严格的"平均主义"四等分,JCR的Q1期刊数量相对较多、覆盖面较广,标准公开可查、可复算——这也是它在国际上被普遍采用的原因。对于面向国际期刊的中国研究者来说,JCR分区是最稳定、最通用的参照系。

二、中科院分区:金字塔结构,1区极难

中科院分区(全称"中国科学院文献情报中心期刊分区表")自2004年发布,逻辑与JCR截然不同:它不是四等分,而是金字塔式分布——1区只覆盖学科内约前5%,2区约6%–20%,3区约21%–50%,4区为后50%。

这意味着中科院1区远比JCR Q1难进。一本在JCR里稳居Q1的期刊,在中科院里落到2区甚至3区,是很常见的现象,并不代表期刊"变差了",只是两把尺子的刻度不同。

升级版与"超越指数"

2019年,中科院推出"升级版",核心指标从早期的三年平均影响因子,改为期刊超越指数(Journal Transcendence Index);2022年起只发布升级版。超越指数试图衡量一本期刊"被引用超过同行的概率",但其具体算法与权重并未完全公开,这也是它长期被部分学者称为"黑箱"的原因。

大类 vs 小类——最容易踩的坑

中科院会同时给一本期刊一个大类分区(较宽的学科门类)和一个或多个小类分区(更细的学科)。同一本期刊,可能大类是2区、小类是1区,反之亦然。关键问题在于:你所在的单位认哪一个?不同高校、医院、院所的规定并不一致——投稿前务必查清楚本单位是按大类还是小类认定。

注意"预警名单" 进入当年《国际期刊预警名单》的期刊将不再被分区。预警针对的是自引过高、异常引用、疑似论文工厂等诚信风险。投这类期刊,很可能导致成果不被单位认可——分区高不代表安全。

"中科院1区"和"JCR Q1"听起来对称,实则是两个完全不同的门槛。看懂分区,第一步是看懂它背后用的是哪把尺子。

三、2026年的大变动:中科院停更,新锐登场

这是所有中国研究者当下必须知道的一件事。2026年3月,期刊评价格局发生了二十余年来最大的一次变化:

2004年中科院期刊分区表首次发布,逐步成为国内评价的核心工具之一。
2019年推出"升级版",以超越指数取代平均影响因子作为核心指标。
2025年3月20日《2025年中科院分区表》发布——这是中科院官方发布的最后一版
2026年3月24日第三方机构"新锐学术"抢先发布《新锐期刊分区表》(简称"新锐分区")。
2026年3月27日中科院文献情报中心正式声明:自2026年起不再更新与发布分区表,并强调"任何其他机构发布的分区表均与本中心无关"。

新锐分区由原中科院分区的部分核心团队成员操盘,沿用了相同的金字塔框架(1区前5% / 2区6%–20% / 3区21%–50% / 4区后50%),并主打免费开放。它还把风险预警直接嵌入分区表,对数十本期刊标注"Under Review",取代了单独的预警名单。

但要特别清楚:新锐分区已明确不再由中科院背书——中科院的声明相当于与其"切割"。因此,你不能再单纯凭"中科院"三个字去认定它的权威性。

高校目前态度不一,且在变化中 有的单位(如部分高校)明确规定2026年发表的论文仍统一使用2025年中科院分区;有的则建议综合参考中科院2025版、新锐分区与JCR分区。目前没有统一的全国标准——这正是当下最需要主动向本单位科研处/学院确认的地方。

五、那么,中国研究者现在该怎么做?

在这样一个过渡期,与其追问"哪个分区最权威",不如把动作落到几个稳妥的原则上:

1. 先查本单位的最新规定

这是当下最重要、也最容易被忽略的一步。分区标准正处在变动中,且各校规定不同——不要默认沿用去年的口径。直接向科研处或学院确认:2026年认定按哪一版、按大类还是小类。

2. 拿JCR做稳定的交叉参照

无论国内评价体系如何调整,JCR的Q1/Q2始终是最透明、国际最通用的信号。选择目标期刊时,用JCR分区做一层交叉验证,能让你的判断更稳。

3. 永远先核实收录与预警状态

Nearly every Chinese researcher hits the same wall when choosing a journal: a title is Q1 in JCR but only 2区 (Tier 2) in the CAS ranking — so which one counts? You are not confused because you missed something. The two systems are built on genuinely different logic. And in 2026, the picture changed more than it has in twenty years. Here is all three, explained clearly.

1. JCR quartiles: a simple, transparent four-way split

The JCR ranking is published by Clarivate (the organisation behind Web of Science). Its logic is the simplest of the three: within each subject category, journals are ordered by Journal Impact Factor and divided into four equal quarters of 25% each. The top quarter is Q1, then Q2, Q3 and Q4.

Because it is a strict, even four-way split, JCR Q1 is comparatively broad, and the method is public and reproducible. That transparency is why it is so widely used internationally. For a Chinese researcher targeting international journals, JCR is the most stable and universally recognised reference point.

2. The CAS ranking: a pyramid, where Tier 1 is very hard

The CAS ranking (the journal ranking table from the CAS National Science Library, 中科院分区) has been published since 2004, and its logic is quite different from JCR. It is not an even split but a pyramid: Tier 1 (1区) covers only about the top 5% of a field, Tier 2 roughly 6–20%, Tier 3 roughly 21–50%, and Tier 4 the bottom 50%.

This means CAS Tier 1 is far harder to reach than JCR Q1. A journal sitting comfortably in JCR Q1 often lands in CAS Tier 2 or even Tier 3. That does not mean the journal got worse — the two rulers are simply marked differently.

The "upgraded edition" and the Transcendence Index

In 2019 CAS introduced an "upgraded edition", replacing the earlier three-year average impact factor with the Journal Transcendence Index (期刊超越指数); from 2022 only the upgraded edition was published. The index tries to capture how often a journal is cited above its peers, but the exact algorithm and weightings were never fully disclosed — which is why some academics long described it as a "black box".

大类 vs 小类 — the mistake that catches people out

CAS assigns each journal a broad-category tier (大类, a wide discipline group) and one or more subject-category tiers (小类, narrower fields) at the same time. The same journal can be Tier 2 in the broad category but Tier 1 in a subject category, or the reverse. The real question is: which one does your institution count? Universities, hospitals and institutes do not agree — so before you submit, confirm whether your institution reads the 大类 or the 小类 tier.

Mind the Early Warning List Journals that enter the year's International Journal Early Warning List are given no tier at all. The warning targets integrity risks — excessive self-citation, abnormal citation patterns, suspected paper-mill activity. Publishing in a flagged journal can mean your work is not recognised by your institution. A high tier is not the same as a safe choice.

"CAS Tier 1" and "JCR Q1" sound symmetrical but are two entirely different bars. Reading a ranking starts with knowing which ruler is behind it.

3. The 2026 shift: CAS steps back, 新锐 steps in

This is the one thing every Chinese researcher needs to know right now. In March 2026, the ranking landscape changed more than it had in over two decades:

2004The CAS journal ranking table is first published and gradually becomes a core evaluation tool in China.
2019The "upgraded edition" arrives, using the Transcendence Index instead of average impact factor.
20 March 2025The 2025 CAS ranking is released — this turns out to be the last official CAS edition.
24 March 2026A third party, 新锐学术 (Xinrui Academic), releases the 《新锐期刊分区表》("新锐" ranking) first.
27 March 2026The CAS National Science Library formally announces it will no longer update or publish the ranking table from 2026, adding that any table published by other bodies is unrelated to it.

The 新锐 ranking is run by some of the original CAS-ranking team. It keeps the same pyramid framework (Tier 1 top 5% / Tier 2 6–20% / Tier 3 21–50% / Tier 4 bottom 50%) and is free and open. It also folds risk warnings directly into the table, marking dozens of journals "Under Review" instead of issuing a separate warning list.

But be clear on one point: the 新锐 ranking is explicitly not endorsed by CAS — the CAS statement effectively distances it from the new table. So you can no longer treat it as authoritative simply because former CAS people are behind it.

Universities are divided, and still deciding Some institutions have stated that papers published in 2026 will still be assessed against the 2025 CAS ranking; others advise weighing the 2025 CAS edition, the 新锐 ranking and JCR together. There is no single national standard right now — which is exactly why confirming your own institution's current rule matters more than ever.

5. So what should a Chinese researcher do now?

In a transition period like this, the useful question is not "which ranking is most authoritative" but rather a few steady principles you can actually act on:

1. Check your institution's current rule first

This is the most important step and the one most often skipped. The standard is in flux and differs by university — do not assume last year's rule still holds. Ask your research office or school directly: for 2026, which edition is used, and is it the 大类 or 小类 tier?

2. Keep JCR as a stable cross-reference

However the domestic system shifts, JCR Q1/Q2 remains the most transparent and internationally recognised signal. Using JCR as a second check when you shortlist journals keeps your judgement grounded.

3. Always verify indexing and warning status first

Before you worry about tiers, confirm on the official Web of Science Master Journal List that the journal is currently indexed in SCIE/SSCI, and that it is not on a warning or "Under Review" list.
