"版面费多少" is usually the second question a Chinese researcher asks about a journal, right after "几区". Article processing charges (APC) decide whether a paper is affordable, whether the finance office will reimburse it, and increasingly whether the university will count it at all. This guide covers APC for Chinese researchers from three angles: what journals charge and why, how reimbursement and invoicing work in Chinese institutions, and how to keep costs down without drifting into risky journals.
The APC range across indexed journals, from subscription titles that charge nothing to the most selective open access titles. Most fully open access SCI journals sit between US$1,500 and US$4,000.
Three fee models you will meet
| Model | What you pay | Where your paper sits | Typical for |
|---|---|---|---|
| Subscription (no APC) | Nothing, or small colour figure charges | Behind a paywall unless your library subscribes | Many society journals, established Elsevier and Springer titles |
| Hybrid | Nothing by default; an optional APC to make your article open access | Paywalled unless you pay | Most large publisher journals |
| Fully open access | Mandatory APC on acceptance | Free to read for everyone | MDPI, Frontiers, Scientific Reports, PLOS, many newer journals |
The difference matters in China because the finance rules and the risk profile differ by model. Subscription journals cost nothing and are rarely warned. Fully open access journals are where both the largest fees and most of the warned titles sit. Our general guide to article processing charges covers the models in more depth, and open access versus subscription journals helps you choose.
Why Chinese universities now scrutinise APC
Publication fees have become a policy issue rather than a private one. Several ministries and funders have signalled concern about the scale of APC flowing out of China, and universities have responded with caps, approval steps and exclusions. Three rules are now common:
- No reimbursement for warned journals. If the journal is on the operative CAS early warning list or the institution's negative list, the fee is not reimbursed, and sometimes the paper is not counted. See how to check the warning list.
- Caps per paper or per year. Some units cap reimbursement per paper, sometimes at a level well below the APC of the most expensive journals, and some cap the number of APCs per project.
- Pre-approval for high fees.Fees above a threshold may require approval from the department or the project leader before submission, not after acceptance.
Get these rules in writing before you choose a journal. A US$3,000 APC that will not be reimbursed is a decision your family budget makes, not your research group.
Paying from a grant: what finance offices need
Most APCs in China are paid from project funds, and national funding rules generally allow publication costs as an eligible expense category. What trips researchers up is documentation, not eligibility. Finance offices usually ask for an official invoice (发票) or an equivalent foreign invoice with the payer's details, proof of payment, the acceptance letter, and evidence that the journal is indexed and not warned. Some publishers now issue documents through Chinese agents or provide RMB payment routes; others only issue a standard foreign invoice, which some offices accept and others do not.
Before you accept the APC, email the publisher's billing team and ask exactly what documents they can issue and in which currency. Forward the reply to your finance office and get a yes before you pay. Chasing a corrected invoice after payment can take months.
How to lower the cost without lowering the quality
Legitimate ways to reduce APC
- Target a subscription or hybrid journal and decline the optional open access fee
- Check whether your university or CAS has a read-and-publish agreement with the publisher; some cover the APC entirely
- Ask about discounts for society members, invited special issues or early-career authors
- Apply for a waiver on the basis of financial need where the journal offers one; China is not usually eligible for automatic low-income waivers, but case-by-case requests exist
- Use a preprint for early visibility and choose a no-APC journal for the version of record
- Choosing a journal because it is cheap, regardless of scope fit or warning status
- Paying an agent who promises "guaranteed acceptance" in return for a fee; this is a route into predatory or hijacked journals
Our post on how to get an APC discount or waiver gives templates for the requests, and Scopus journals that do not charge APC lists no-fee options by field. One of our education clients received an APC discount as part of a strategic resubmission, saving a substantial sum while moving to a better-fitting SSCI Q2 journal. Read the case study →
APC and the "water journal" problem
A high APC is not itself a warning sign; some of the most selective journals charge the most. A high APC combined with very fast acceptance, high volume and heavy special-issue publishing is a warning sign, and CAS has listed APC level among the factors it considers. If a journal charges a large fee and asks you to pay within days of a suspiciously quick acceptance, stop and run the checks described in our guide to MDPI, Frontiers and Heliyon for Chinese researchers.
Domestic journals and page charges
Chinese-language journals, including many CSSCI and Chinese core (中文核心) titles, also charge page fees (版面费), usually far lower than international APCs and payable in RMB with a standard invoice. If your requirement can be met by a domestic journal, the finance path is simpler. Whether it can be met depends on your institution's rule; see CSSCI versus SSCI for the social sciences and our guide to SCI journal quartiles in 2026 for the science side.
Timing the payment
APC is invoiced at acceptance, and most publishers will not move the paper into production until it is paid. Two timing problems are common in China. The first is that grant funds are locked at year end, so an acceptance in late December can leave you unable to pay until the new budget opens; ask the publisher for a short extension in writing rather than letting the paper stall. The second is that some institutions reimburse only after the paper is published and indexed, which means you pay first and wait months. If cash flow is a problem, prefer subscription journals for that paper and keep the open access budget for the next one.
Putting APC into the journal decision
The AI Journal Finder shows APC and open access status alongside index and quartile for each recommended journal, which lets you filter by fee before you invest time in formatting. For help planning submission and reimbursement paperwork together, our Submission Support service covers both.
APC figures are indicative ranges as of 2026 and change by journal and year. Reimbursement rules vary by institution and funder; confirm yours in writing before committing to a journal.
