How to Create a Journal Shortlist for Your Paper — a strategic approach

Targeting a single journal is how researchers lose six months to a desk rejection. This guide walks through the seven-part framework our editors use to build a ranked shortlist of three to five journals — so your paper keeps moving, no matter what happens.

Most researchers choose their target journal the wrong way. They write the paper, think of the most prestigious journal they've heard of in their field, submit, and wait. Twelve weeks later, a desk rejection arrives. They pick a second journal almost at random, reformat, resubmit — and the cycle repeats.

This is the single most expensive mistake in academic publishing. It turns an eight-month publication journey into a two-year one. And it's entirely preventable with a proper journal shortlist strategy research paper authors can actually execute.

A shortlist isn't a list of journals you like. It's a ranked, evidence-based decision tree that tells you exactly where to submit first, where to submit if that fails, and where to stop. Why a Single-Journal Strategy Fails

There's a quiet assumption behind single-target submission: that if your paper is good, the "right" journal will accept it. Academic publishing doesn't work that way. Fit with editorial priorities, recency of related publications, reviewer availability, and sheer luck all play roles that have nothing to do with the quality of your work.

When you submit to only one journal, you're staking months of your life on factors you don't control. If you're rejected, you now need to restart the journal-research process from scratch — usually while emotionally bruised and running out of institutional patience. The Seven-Step Shortlist Framework

Define your paper in three sentences

Not the abstract — three plain-language sentences on what your paper claims, what evidence supports it, and why it matters. This is the document every shortlist decision is measured against.

Establish your non-negotiable index and tier

What does your institution, funder, or career stage actually require? Scopus Q3? SCI Q2? WoS-indexed with an impact factor? Get this right once, upfront.

Generate a longlist of 15–25 candidates

Cast wide. Use reference lists, Scopus source searches, AI matching, and your own reading memory. At this stage, quantity over precision.

Apply hard filters

Cut candidates that fail on current indexing status, discontinued journals, APC beyond your budget, or turnaround times incompatible with your deadline.

Score the survivors against weighted criteria

Scope fit, methodological match, recent acceptance of similar papers, review speed, editorial activity. Assign weights — not all criteria matter equally for your paper.

Verify with recent-issue evidence

Read the last 15–20 articles in each top candidate. The Aims & Scope page lies about 30% of the time. Recent tables of contents don't.

Rank 3–5 journals in order and document your reasoning

Write down why each journal is where it is on your list. This document is what you'll return to in six weeks when you're deciding whether to keep waiting or move on.

Step 1: Define Your Paper in Three Sentences

Before you evaluate any journal, you need a precise statement of what you're trying to publish. Most authors think they can skip this — they've written the paper, surely they know what it's about. In practice, this is where most shortlists go wrong. A paper that the author describes as "a study of teacher motivation" might actually be a quantitative SEM analysis of a specific intervention with secondary implications for policy. Those three framings would each lead to entirely different journals.

Write three sentences: one on the empirical claim, one on the methodological contribution, one on the theoretical or practical significance. Keep them specific. "We show that X" is better than "we explore X." This is also an excellent sanity check before any submission — if you struggle to write these three sentences, the paper probably needs structural work before journal selection. Step 2: Lock Down Your Index and Tier Requirements

This is the most-missed filter. Indian PhD students under UGC guidelines usually need Scopus. Chinese researchers under Double First-Class typically require SCI/SSCI. A US tenure-track assistant professor will be evaluated on Q1/Q2 of WoS for most committees. These requirements are not suggestions — they determine whether your published paper "counts" at your institution.

Before you look at a single journal, answer three questions. First, what database must the journal be indexed in? Second, what minimum quartile or impact metric do you need? Third, is there a specific subject category your institution weights? Don't skip this. Authors who discover late that their accepted paper is in ESCI rather than SCI — and that their university doesn't count ESCI — lose the entire publication.

Common trap

ESCI and SCIE look similar and are both Web of Science. They are not the same. ESCI has no impact factor; SCIE does. Many promotion committees accept only the latter. Verify your exact institutional requirement in writing.

Step 3: Generate a Longlist of 15–25 Candidates

A longlist is the raw material your shortlist is carved from. Start wider than you think you need to. The four most productive sources are: journals cited most often in your own reference list (these are, by definition, the journals your paper is in conversation with); Scopus or Web of Science source-list searches by keyword and subject area; recent high-relevance papers' acknowledgement of where similar work has been published; and AI-powered scope matching, which compresses hours of manual searching into minutes.

Step 4: Apply Your Hard Filters

Hard filters are the binary checks that disqualify a journal regardless of how perfect the fit looks on other dimensions. A journal that got discontinued from Scopus last quarter is not a candidate, no matter how well it matches your scope. Run every longlist journal through this gauntlet:

Step 5: Score the Survivors Against Weighted Criteria

Now you're doing real evaluation. The survivors of your hard filters all clear basic feasibility — so you need finer-grained comparison. Not every criterion matters equally. Score each surviving journal out of 100 using these weights. Don't agonise over precision — you're looking for meaningful separation, not three-decimal-place rigour. Journals that score within 5 points of each other are effectively tied; the ones 15+ points ahead are your genuine top tier.

Weights aren't universal. A researcher on a funding deadline should weight "review speed" higher. A mid-career academic targeting tenure should weight "acceptance rate" lower — they can afford to aim up. Adjust the grid to your actual constraints.

Step 6: Verify Fit With the Last 15–20 Articles

This is the step nearly everyone skips, and it's the one that saves the most months. A journal's Aims & Scope statement is written by editorial boards and rarely updated. The journal's recent table of contents, by contrast, tells you what the journal is actually publishing right now — which is what matters for your paper.

Open each of your top 5–7 candidates. Read the titles and abstracts of the last 15–20 articles. Ask: do any of these look like the paper I've written? Is my methodology represented? Are my theoretical anchors cited? If you can't find at least two or three articles that feel like neighbours to yours, the scope fit on paper is probably illusory.

This is also where you catch the subtle killer: a journal that used to publish work like yours has shifted. Editorial boards change, and with them, editorial priorities. A journal that published three papers on your topic in 2022 but hasn't touched the area since 2024 is not a safe bet, even if it looks perfect on an SJR search.

Step 7: Rank, Document, and Commit

You've now got 3–5 journals that survived filtering, scored well, and publish work genuinely adjacent to yours. The final step is to rank them in explicit order and write down why.

Your shortlist document should include, for each journal: name and ISSN, index and quartile, APC and access model, average review time, your weighted score, two or three recent articles you're planning to cite, and a one-paragraph rationale for this journal's rank. This last piece — the rationale — matters more than people expect. A shortlist without documentation is a shortlist you'll forget or override under stress. Keep a single document, updated as you learn more about each journal. Here's the minimum that belongs on it:

Common Mistakes That Kill Shortlists

Mistake 1: Treating the ranking as advisory

You built this list when you were calm and evidence-led. When your first-choice journal sends a desk rejection, the temptation is to "upgrade" and try for a more prestigious journal out of frustration, or to "give up" and submit to a predatory one. Both are emotional responses. Trust the document.

Mistake 2: Not refreshing before submission

Between building your shortlist and actually submitting, weeks or months may pass. Indexing status, editorial boards, and APCs all change. A 15-minute refresh of your top candidate's current status before hitting submit is cheap insurance.

Mistake 3: Chasing prestige over fit

A Q3 journal that publishes work exactly like yours will serve your career better than a Q1 journal that desk-rejects you twice. Prestige is a weighted criterion in your scoring — it is not, and should not be, the only one. This is especially important for deciding between Q1/Q2 and Q3/Q4 targets.

Mistake 4: Ignoring special issues

Mistake 5: Building the shortlist too late

The best time to build your shortlist is before you finalise your paper's framing. The journals you're targeting should shape how you position the work — your theoretical anchors, your discussion emphasis, even which studies you cite most.
