Human Resource Management and Employee Wellbeing: Diamond OA, Gold OA and Subscription Routes Compared
Journal and conference list verified as on October 2026.
A doctoral student plans to submit her employee wellbeing paper in March and cite it as published in a thesis due in September. In HRM that plan usually fails, not because the paper is weak, but because the calendar is.
For a thesis deadline that means three practical things. Submit at least a year before you need the article in print. Aim the first paper at the band where decisions are quicker, which is where this page starts. And check whether your university accepts "accepted, in press", because many do, and it can save six months. Below, the tables begin with the realistic first-publication tier and work upward.
How to read a quartile before you read the list
Two quartiles exist and they measure different things. The Scopus quartile comes from Scimago, inside a Scopus subject category. The JCR quartile comes from Clarivate, inside a Web of Science category, using the impact factor. In HRM several titles sit at Scopus Q1 with a Web of Science Q3, and the gap matters if your rule names one of them.
The index tier matters more than either. An ESCI journal shows an impact factor and a quartile that look exactly like an SSCI one on screen, so an ESCI Q1 will not satisfy a rule asking for SSCI. Where the tier is not recorded, the tables say so rather than guess. Settling this before the cover letter is the first step in Journal Submission Preparation.
One honest limit on this page: several of the best-known HRM journals, including the International Journal of Human Resource Management, Human Resource Management Journal and Personnel Psychology, do not appear in the source data behind these tables. Check them separately by ISSN rather than assuming they are missing for a reason.

Scopus-indexed options, Q3, where a first paper usually lands
Quicker decisions and a realistic acceptance rate for a first paper. Two charge no APC. Planning a thesis into a sequence of papers is the Mentorship Program.

Indexed conference routes in HRM
HR conferences mostly publish programmes and abstracts rather than indexed proceedings. One series here is genuinely relevant; the other two matched on a single word.
| Conference or proceedings series | Index status | ISSN or publisher | Coverage and subject | Our note |
|---|---|---|---|---|
| Academy of Management Annual Meeting Proceedings | EI Compendex book series | Academy of Management | Management of technology and innovation, industrial relations | The senior meeting for HR and organisational behaviour. The route most HRM journal reviewers present through. |
| Workshop on Enabling Technologies: Infrastructure for Collaborative Enterprises, WET ICE | Scopus-indexed proceedings series | 15244547 | 2023-2025, 2020-2021 and earlier years | Collaborative enterprise software, not people management. Listed so you can rule it out. |
| Advances in Knowledge Organization | Scopus-indexed proceedings series | 09385495 | Even years, 2006-2024 | Information science classification. It matched on the word organization. |
Ethics approval for HRM and wellbeing research
This field collects data about people at work, and that creates ethics questions that surprise authors who think of HR as low-risk. Editors now ask about them at submission.
- Employee surveys. Approval from a university committee is expected even when the employer has agreed. Organisational permission is not individual consent, and each respondent must be free to decline without their manager knowing.
- Small teams and anonymity. In a unit of eight people, reporting results by department, gender and tenure can identify individuals. State how you prevented that, and suppress small cells.
- HR records and people analytics. Absence, performance, pay and turnover records are personal data. You need the employer's data agreement, a legal basis under the relevant data protection law, and de-identification before the data leave the organisation.
- Wellbeing and health measures. Burnout, stress and mental health scales are sensitive health data in most jurisdictions. Expect the committee to ask what happens if a respondent scores in a clinical range, and provide a referral route.
- Diary and experience sampling studies. Repeated measures across days intrude further into private life. Explain burden, withdrawal and how phone data are stored.
- Online employer reviews. Glassdoor or similar posts are public but written by identifiable people under platform terms. Many committees now treat scraping them as research on human participants.
Get approval before collecting anything, because retrospective approval is not accepted, and name the committee and reference number in the methods. Writing that section correctly is part of Manuscript Preparation Support, and the round that follows a hard review is Review & Response Support.
What gets accepted in this field, and what gets rejected
Likely accepted
- Multi-source data. Employees rate the practice, supervisors or records supply the outcome.
- Time-lagged or longitudinal designs. Predictors and outcomes measured at different points.
- Multilevel structure respected. Employees nested in teams or firms, analysed that way.
- An HR practice that managers can change. A finding tied to a lever, not only an attitude.
- Theory that predicts something new. A boundary condition or mechanism the literature has not tested.
- Ethics fully documented. Committee, reference number, consent and anonymity safeguards.
Likely rejected
- A single-source cross-sectional survey. Everything self-reported at one moment, the most submitted design in HRM.
- Harman's test as the only defence. Common method bias waved away with one factor analysis.
- Leadership style and job satisfaction, again. Familiar constructs, new country, no new mechanism.
- Mediation claimed from one survey. Causal language on correlational data.
- Nested data analysed flat. Employees from twelve firms treated as independent observations.
- Wellbeing measured with no ethics safeguards. Clinical scales used with no referral route.
What is a realistic review time for an HRM research paper?
Three to five months to a first decision after review at most SSCI titles, and longer at the flagships, with a desk decision usually inside three weeks. A major revision then adds three to six months and production one to two more, so nine to eighteen months from submission to a citable article is normal as on October 2026.
The Diamond and Scopus Q3 titles near the top of this page are usually quicker, because they receive far fewer submissions. Plan a thesis timetable around the typical case, not the best one.
Which HRM journals give a first decision in under two months?
No index publishes verified turnaround times, so any list ranking HRM journals by speed is guessing, and we do not print one. The reliable method is to open three recent articles in a candidate journal and read the received, revised and accepted dates printed on the first page.
A desk rejection often comes in under two months, which is not the same thing. For a first decision after peer review, the continuously publishing open access titles and the smaller university journals are structurally the quickest; the senior SSCI titles are the slowest.
Why has my HRM paper been with the editor for six months?
Almost always because reviewers declined and the editor is still looking. HRM reviewers are academics with heavy teaching loads, and invitations at busy journals are often declined several times before two reviewers accept.
Send one polite status enquiry at three months and another at six. If the answer stays vague, withdraw formally in writing before submitting anywhere else, and never let two journals hold the paper at once.
Which HRM journals are indexed in both Scopus and Web of Science?
On this page the titles carrying both a Web of Science listing and a Scopus quartile, as on October 2026, include Human Resource Management, Human Resource Management Review, Organization Science, Organizational Research Methods, Human Resource Development International, the International Journal of Organizational Analysis, the Journal of Organizational Effectiveness and the International Labour Review.
Several free titles are also dual listed, including the International Labour Review and Organization Theory. Confirm each by ISSN, because dual listings are the status most likely to change between years.
Can a journal be Scopus indexed but not Web of Science indexed?
Yes, and HRM has several examples. The two databases are run by different companies with separate selection committees, so a journal can be accepted by one and never apply to the other.
Global Business and Organizational Excellence and Work in the Global Economy both sit at Scopus Q1 with no Web of Science tier recorded. If your rule names Web of Science, they are not options for you, whatever the Scopus band.
Which index does my promotion committee actually count for HRM research?
Only your own institution's written rule answers that. Four patterns are common in HRM: SSCI only, which excludes ESCI titles; any Web of Science Core Collection listing, which includes them; any Scopus-indexed journal; and, in business schools, the ABDC list, which can outrank both.
A paper that satisfies one can count for nothing under another. Ask for the rule in writing before you choose the venue, not after acceptance.
Which HRM journals charge no article processing fee and are still indexed?
As on October 2026 the no-APC indexed options here include Organization Theory, the International Labour Review, Revista de Psicologia del Trabajo y de las Organizaciones, the Hong Kong Journal of Occupational Therapy, the Journal of Work-Applied Management, the Journal for Labour Market Research, the Organization Management Journal, Organizacija and Organizations and Markets in Emerging Economies.
Beyond those, every subscription title in the tables above also charges no APC, including the senior SSCI journals. Paying is optional in this field.
The UGC CARE list was discontinued, so how do I verify an HRM journal now?
The UGC discontinued the CARE list in a public notice dated 11 February 2025, following its decision of 3 October 2024, and published the final list only as a reference resource with no endorsement attached. Verification now runs through the live Scopus source list, the Web of Science Master Journal List and your own institution's parameters.
For Indian HR scholars in business schools the practical stack is Scopus or Web of Science for indexing, ABDC where the school uses it, and the institution's own recognised list. An archived CARE entry proves nothing today.
What editors screen before a reviewer sees your paper
The editorial office checks whether the English is clear enough to review, whether the structure and reference style match the journal, and what the similarity report says. HRM papers often score high innocently, because established scales are quoted item by item. Run your own check first with the Plagiarism & AI Similarity Checker, and settle language and formatting through Manuscript Editing.
Where Research Ramp comes in
We match a finished abstract against live indexing, tell you plainly when a design will not survive the first screen, and prepare the submission so the editorial office has no reason to bounce it on formatting. Subject-matched PhD editors, milestone payments, and the author stays the author throughout. Where a study needs a second organisation or a co-author with employer access, that is Collaboration Matching, and past work is on our Case Studies page.

Questions we are asked about timing and desk rejection
How long does a first submission take in this field?
Plan on nine to eighteen months from first submission to a citable article in HRM: one to three weeks for a desk decision, three to five months to a first decision after review, three to six months for a major revision and one to two months for production. Check early whether your university accepts accepted, in press for a thesis.
What is a desk rejection and how do I avoid one?
It is a rejection by the editor without peer review, usually within three weeks. In HRM the commonest causes are a single-source cross-sectional survey sent to a senior journal, a topic outside the journal's scope, and a missing ethics statement. Read the last two issues before choosing the journal.
Should I email the editor before submitting?
Only when fit is genuinely unclear, for example a wellbeing paper that could sit in an HR journal or an occupational health one. Keep it to three or four sentences with the question, the design and a direct question about fit. Thesis, funding and authorship questions sit under Other Academic Support.
