Transport conferences often promise publication in a Scopus-indexed proceedings series, and the promise is usually true. What authors miss is how Scopus records it. A proceedings paper is generally listed as a conference paper, not a journal article, and many promotion rules count the two very differently.

That distinction matters a great deal in transport, which has a strong conference culture. This list covers both routes for engineering authors, starting with the journals.

How to read a quartile before you read the list

The Scopus quartile comes from Scimago; the JCR quartile from Clarivate, using the impact factor. Transport straddles SCIE for engineering and SSCI for policy and economics, so the Transportation Research family appears in both. An ESCI journal looks like an SCIE or SSCI one on screen but will not satisfy a rule naming those. Settling this first is part of Journal Submission Preparation.

The Transportation Research Board Annual Meeting and the Transportation Research Record do not appear in the source data behind this page, so check their status separately rather than assuming.

How transport papers are written, and what that means for your draft

1. The policy or engineering question first. What decision the findings inform, stated in the introduction.
2. Data described fully. Travel survey design, sample size, response rate, sensor coverage and time period.
3. Model specification in notation. Variables, assumptions and estimation method defined before results.
4. Results in interpretable units. Elasticities, travel time savings, costs per trip, not only coefficients.
5. Validation. Predictions tested on data not used to estimate the model.
6. Stated versus revealed preference made clear. Reviewers treat the two differently.

What does a Diamond open access journal live on if the author pays nothing?

An institution pays: universities such as TU Delft, professional societies and university presses. That is how free titles such as the Journal of Traffic and Transportation Engineering reach ESCI Q1.

Is a low publication fee in transport research a warning sign?

Not by itself. Transport Findings charges 100 US dollars for short, genuinely reviewed papers, and Communications in Transportation Research is SSCI Q1 for 1,250. Warning signs are fees after acceptance, acceptance in days and unconfirmed indexing.

Can I get an APC waiver as an author from a developing country?

Often, automatically, through the Research4Life country groups: Group A countries receive full waivers on fully open access journals and Group B a discount, commonly half, checked against the corresponding author's institution.

Which transport research publishers waive fees for Indian or African authors?

Many African countries qualify for Research4Life waivers at Elsevier, Springer Nature and Taylor and Francis. India is not on those lists. Indian authors are usually better served by the subscription journals and the Diamond titles, which charge no APC.

How do I know if a transport conference is really EI Compendex indexed?

Check the specific proceedings volume in Engineering Village. A conference cannot prove its own indexing, because the index decides after publication.

Which transport conferences index in Scopus proceedings?

In this data, the IEEE Intelligent Vehicles Symposium, VEHITS, the Civil, Structural and Transportation Engineering conference, and two maritime logistics conferences, with coverage years in the table. Remember that Scopus usually records these as conference papers, not journal articles.

What is the difference between ESCI and SSCI when my university asks for a Web of Science paper?

Both belong to the Web of Science Core Collection. SSCI is the established social science citation index; ESCI covers journals that passed quality screening but not the full citation criteria. A rule naming Web of Science usually accepts ESCI, but one naming SSCI does not.

How much does it cost to publish a transport research paper in an indexed journal?

Usually nothing. The whole Transportation Research family and the IEEE transactions are subscription with no APC, and ten titles here are Diamond. Where an APC applies, the range is 100 to 2,310 US dollars.

What editors screen before a reviewer sees your paper

The editorial office checks whether the English is clear enough to review, whether the structure and reference style match the journal, and what the similarity report says.
