Water Resources and Environmental Management: Which Index Actually Accepts Your Paper, and What It Costs

Journal and conference list verified as on October 2026.

Water and environment authors often choose a journal first and then argue that their paper fits. It works the other way. Three facts about your own paper decide which index and tier it belongs in, before any ranking does.

1. What kind of evidence do you have?

Long-term field monitoring, multi-site sampling or well-validated models of whole basins point at the senior SCIE titles. A calibrated model of a single catchment, or a treatment experiment at laboratory scale, points at the mid band. Survey-based studies of water users, governance and policy belong in the social science titles, where Water Alternatives and Water International sit.

2. How long can you wait?

The senior hydrology and water quality journals routinely take four to eight months to a first decision, and revisions often ask for more data. If a thesis or report date is fixed, start from the lower bands at the top of this page.

3. Who is paying?

Most of the leading science journals here are subscription, with no APC. Where you do pay, the price range is wide, and the most expensive title is not the most respected.

How to read a quartile before you read the list

The Scopus quartile comes from Scimago, inside a Scopus subject category. The JCR quartile comes from Clarivate, inside a Web of Science category, using the impact factor. Water research spans water resources, environmental science, civil engineering and social science categories, so the same journal can sit in different bands depending on which category is counted.

The index tier matters more than either quartile. An ESCI journal shows an impact factor and a quartile that look exactly like an SCIE one on screen, so an ESCI Q1 will not satisfy a rule asking for SCIE. Several open access water titles here are ESCI, which matters if your rule names SCIE. Settling this first is part of Journal Submission Preparation.

Which family of water journal fits your paper

  1. Physical hydrology and water resources. Rainfall, runoff, groundwater, floods and droughts. Water Resources Research, the Journal of Hydrology and Hydrology and Earth System Sciences lead here.
  2. Water quality and treatment. Contaminants, treatment technologies and reuse. Water Research leads, with its open access partner and npj Clean Water.
  3. Pollution and environmental management. Pollution across media, waste and remediation. Environmental Pollution and Marine Pollution Bulletin.
  4. Water governance and policy. Allocation, rights, institutions and justice. Water Alternatives, Water International and Water Security.
  5. Agricultural and climate water. Irrigation and climate impacts, which overlap with our agriculture list.

A paper that crosses families, such as a governance study of groundwater depletion, should go where its main argument lies. If the contribution is about institutions, choose governance. If it is about the aquifer, choose hydrology.

Scopus-indexed options, Q3, where a first paper usually lands

Three of the four charge no APC, and two carry a Web of Science impact factor, which makes this band more useful than its quartile suggests for authors who need a first indexed record quickly. Planning a thesis into a sequence of papers is the Mentorship Program.

Diamond open access: water journals with no APC

Seven free titles, several published by national water agencies and research commissions. Water Alternatives, the strongest free title of all, is in the Web of Science table below. Agency journals such as Water SA and Hydrologie und Wasserbewirtschaftung are especially useful for regional studies, because their readers are the water managers who act on the findings, and their reviewers know the local basins and data sources well.

Ethics approval for water and environment research

Many environmental scientists assume ethics approval is only for medical research. Editors now ask about it in this field too, and several data sources need permissions that are separate from ethics committees.

  1. Household water surveys. Questionnaires on water use, access, willingness to pay or sanitation involve human participants and need committee approval, with informed consent and anonymity.
  2. Waterborne disease and health data. Linking water quality to illness uses health data. Approval is required, and aggregated data should be used wherever possible.
  3. Communities and indigenous water rights. Research with communities on water allocation or traditional practice needs consent from the community as well as individuals, and in some countries formal agreements.
  4. Sampling on private or protected land. Landowner permission and protected-area permits are not ethics approvals, but editors increasingly ask for them. State them in the methods.
  5. Biological samples. Collecting aquatic organisms can require collection permits, and genetic resources may fall under access and benefit-sharing rules. Record permit numbers.
  6. Utility and agency data. Data from water utilities usually come with a data-sharing agreement. Check whether it requires review of the manuscript before submission.
  7. Citizen science. Volunteers who collect data need to know how it will be used, and personal information must be protected.

Get approval and permits before collecting anything, and name them in the methods with reference numbers. Writing that section is part of Manuscript Preparation Support, and the revision round is Review & Response Support.

What water journals expect you to share

Data and code sharing is now close to standard in hydrology and water quality, and several senior journals here check it before review. Four points cover most papers.

  1. Your own measurements. Deposit field and laboratory data in a public repository with an identifier, such as Zenodo, HydroShare or a national data centre, and cite it in the paper. Reviewers increasingly ask to see the data rather than a summary table.
  2. Agency data you cannot redistribute. Many national agencies license streamflow, rainfall or groundwater records under terms that forbid onward sharing. State the source, the licence and how a reader can request the same records.
  3. Model code and set-up. For modelling papers, share the model version, input files, calibration settings and scripts. A model that cannot be rerun is increasingly treated as unverifiable.
  4. Sensitive locations. Sampling sites for endangered species, private wells or critical infrastructure may need to be generalised. Say so and explain the level of precision you have kept.

Hydrology and Earth System Sciences and the AGU journals have some of the strictest data policies in the field, so read their author guidelines before you start, not at submission.

What gets accepted in this field, and what gets rejected

Likely accepted

  • Long records or multiple sites.
  • Models calibrated and validated on separate periods.
  • Uncertainty quantified.
  • Quality control of sampling and analysis stated.
  • Management or policy relevance made specific.
  • Data deposited in a repository.

Likely rejected

  • One season of water quality sampling.
  • A model calibrated and validated on the same data.
  • Water quality index calculated with no question behind it.
  • Adsorption on a new material with no real water tested.
  • Climate impacts from one model run.
  • Policy recommendations from a single catchment.

Which water and environment journals are indexed in both Scopus and Web of Science?

On this page every title in the Web of Science and EI tables also carries a Scopus quartile, including Nature Water, Water Research, the Journal of Hydrology, Water Resources Research and Hydrology and Earth System Sciences. Several free titles are also dual listed, including Water Alternatives and the Journal of Hydrology and Hydromechanics.

Confirm each by ISSN, because dual listing is the status most likely to change between years.

Can a journal be Scopus indexed but not Web of Science indexed?

Yes. The two databases are run by different companies with separate selection committees. Several Scopus Q1 titles here, including Water-Energy Nexus, Cleaner Water and Watershed Ecology and the Environment, have no Web of Science tier recorded, so they will not satisfy a rule that names Web of Science.

Which index does my promotion committee actually count for water and environment research?

Only your own institution's written rule answers that. Science and engineering committees commonly accept SCIE or any Scopus-indexed journal, while social science committees may name SSCI for governance work. Get the rule in writing before choosing a venue.

What does Scopus discontinued mean for a paper already published?

Your article stays in the database and remains a Scopus-indexed paper if it was published while the journal was still covered. Coverage ends from the discontinuation date forward. Keep a dated screenshot of the journal's Scopus record from around your submission date.

What is a realistic review time for a water and environment paper?

Three to six months to a first decision at most senior titles, with desk decisions usually inside three weeks. A major revision often asks for more data or analysis and adds two to four months, so eight to fourteen months from submission to a citable article is normal as on October 2026.

Hydrology and Earth System Sciences works differently: its open discussion phase makes the preprint public quickly, with the final paper following review.

Which water and environment journals give a first decision in under two months?

No index publishes verified turnaround times, so no reliable ranking exists and we do not print one. Read the received and accepted dates on three recent articles in each candidate journal. Continuously publishing open access titles are structurally the quickest.

Why has my water and environment paper been with the editor for six months?

Almost always because reviewers declined and the editor is still looking. Send a polite status enquiry at three months and again at six. If the answer stays vague, withdraw formally in writing before submitting elsewhere.

The UGC CARE list was discontinued, so how do I verify a water and environment journal now?

The UGC discontinued the CARE list in a public notice dated 11 February 2025, following its decision of 3 October 2024, and published the final list only as a reference resource. Verification now runs through the live Scopus source list, the Web of Science Master Journal List and your institution's parameters.

What editors screen before a reviewer sees your paper

The editorial office checks the English, the structure and reference style, and the similarity report. In water research two further checks are common: that sampling locations, dates and methods are stated precisely enough to repeat, and that analytical quality control is reported. Run your own overlap check first with the Plagiarism & AI Similarity Checker, and settle language through Manuscript Editing.

Where Research Ramp comes in

We match a finished abstract against live indexing, tell you plainly when a design will not survive the first screen, and prepare the submission so the editorial office has no reason to bounce it. Subject-matched PhD editors, milestone payments, and the author stays the author. Partners with monitoring data or field sites are Collaboration Matching, and past work is on our Case Studies page.

Questions we are asked about indexing status

How do I check a journal is still indexed today?

Search the ISSN on the live Scopus source list and the Web of Science Master Journal List, including the discontinued and on-hold files, on the day you submit. Take a dated screenshot of the record.

What does "on hold" in Web of Science mean for me?

Clarivate has paused coverage while it re-evaluates the journal. Published articles stay indexed, but new ones may not be covered, so an on-hold title is a poor bet while your paper is in the queue.

My journal was delisted after acceptance, what now?

If your article was published while the journal was still covered, it remains indexed. If not yet published, withdrawing formally before publication is usually cleaner than defending it later. Thesis, funding and authorship questions sit under Other Academic Support.
