Where to Publish on Artificial Intelligence in Higher Education: SCIE, SSCI, Scopus and EI Options

Journal and conference list verified as on October 2026.

Start with the bill, because in this field it decides more than the shortlist does. An author writing on generative AI in teaching has three routes, and the price of each is wildly different. That matters before you choose the journal, not after the acceptance email arrives.

What you actually pay, across the three routes
  • Diamond open access: nothing. A university, a society or a government body funds the journal. Free to read, free to publish.
  • Gold open access: you or your funder pay, and the published charges here run from about 370 ZAR to 2500 USD. The article is then free for anyone to read.
  • Subscription or hybrid: usually no APC, because libraries pay to read. The catch is the optional open access fee at the licence stage, where the unexpected four-figure invoice appears.

Here are the indexed venues for humanities and social science work on AI in higher education, from the tier a first paper realistically lands in upward to the names everyone aims at.

How to read a quartile: Scopus quartile and JCR quartile are separate systems

Two quartiles exist and they measure different things. The Scopus quartile comes from Scimago, inside a Scopus subject category. The JCR quartile comes from Clarivate, inside a Web of Science category, using the impact factor. The same journal can be Q1 on one and Q3 on the other, so find out which one your department counts.

The index tier matters more than the quartile. An ESCI journal shows an impact factor and a quartile that look exactly like an SSCI one on screen, so an ESCI Q1 will not satisfy a rule asking for SSCI. Where the tier is not recorded, the tables say so rather than guess. Settling this before the cover letter is the first step in Journal Submission Preparation.

Move the slider to the number of months you have before your deadline. The lanes show which route in this field still fits.

Scopus-indexed options, Q3 and Q4, where a first paper usually lands

Most advice skips this band and it should not. A paper here is a Scopus paper, and two of the four below charge nothing. If you need a publication on record before your viva, start here rather than sitting nine months in a Q1 queue. Planning that sequence is the Mentorship Program.

Frontiers comes up in almost every conversation about this subject, so it gets its own table. Two of its journals take AI and education work, and the fees below were checked on the Frontiers site in October 2026. Indexed conference routes, and when a conference beats a journal

Here a conference is often the better first move, because AI teaching practice changes faster than a journal queue clears. A result that is current now may be ordinary in fourteen months. Indexing is decided one volume at a time, so check the coming edition, not the reputation.

What your data availability statement has to say now

This trips people up more than anything else here, because the rules changed faster than the guidance did. Most SSCI titles above now want a data availability statement even for qualitative work, and "data available on request" is no longer accepted everywhere. Three situations cover almost every paper in this field.

  1. Student work, transcripts or chat logs. You usually cannot share them, and that is fine. Say so plainly, name the ethics approval that restricts sharing, and offer the coding frame or prompt set instead. A restriction with a reason is accepted, one without is not.
  2. Survey or platform data. Deposit the anonymised file and cite the repository with its identifier. A link to a personal drive folder does not count, because it can disappear.
  3. Anything involving a language model. Give the model name, the version, the dates you ran it and the exact prompts, in an appendix. A model updates silently, so without the date and version nobody can repeat what you did, and reviewers in this field now say so.

Write the statement with the methods, not at submission. That is Manuscript Preparation Support, and it prevents the revision round where a reviewer asks for data you never arranged to share, which is Review & Response Support.

Which AI in higher education journals publish fastest?

No index publishes verified turnaround times, so any list ranking journals by speed is guessing. As on October 2026, the honest method is to open three recent articles and read the submitted, accepted and published dates printed on the first page. Two things do speed a paper up: journals that publish continuously never wait for an issue, and a large editorial board clears the editor's queue faster than a single editor can.

What is a realistic review time for an AI in higher education paper?

For the SSCI education titles here, three to six months to a first decision is normal and eight months happens. Scopus-only and Diamond titles are often faster, sometimes six to ten weeks, because they receive fewer submissions. Add a revision round of one to three months, then production, so plan on a year to a printed page in the top titles and build the thesis timetable around that.

Why has my paper been with the editor for six months?

Almost always because reviewers declined and the editor is still looking, which is the commonest cause of silence in this subject. It is a crowded field with a small reviewer pool, so an editor may invite ten people to secure two. Send a polite status enquiry at three months and again at six, and if the answer is vague twice, withdraw formally in writing and submit elsewhere.

Which AI in higher education journals are indexed in both Scopus and Web of Science?

On this page the titles carrying both, as on October 2026, include the International Journal of Educational Technology in Higher Education, Internet and Higher Education, Journal of Computing in Higher Education, Assessment and Evaluation in Higher Education, Higher Education, Active Learning in Higher Education and the International Journal of Artificial Intelligence in Education. Tuning Journal for Higher Education and the Canadian Journal of Higher Education also appear in both, at a lower band and with no fee.

Confirm each one by ISSN before you rely on it, because a dual listing is the thing most likely to change between one year and the next.

Can a journal be Scopus indexed but not Web of Science indexed?

Yes, and it is common. The two databases are run by different companies with different selection committees, so a journal can be accepted by one and never apply to the other. Several titles here sit exactly there, with a Scopus Q1 and no Web of Science tier recorded, so if your rule names Web of Science they are not options for you.

What is the difference between ESCI and SSCI when my university asks for a Web of Science paper?

Both sit inside the Web of Science Core Collection, but SSCI is the older and more selective social sciences index while ESCI is the emerging sources index journals usually enter first. Both now show an impact factor and a quartile, which is why they look identical on a journal homepage. What decides it is your own rule: if it names SSCI or SCIE, an ESCI title will not count, even one with an impact factor of 8.5 like the International Journal of Artificial Intelligence in Education.

What does Scopus discontinued mean for a paper already published?

Your article stays in the database and remains a Scopus-indexed paper if it was published while the journal was still covered. Coverage stops from the discontinuation date forward, so later articles in that journal are not indexed.

Keep a dated screenshot of the journal's Scopus record from the time you submitted. It settles the matter quickly if a committee later finds the journal on a discontinued list.

How much does it cost to publish an AI in higher education paper in an indexed journal?

It can be nothing at all. Ten titles here charge no APC, including an SSCI Q1 journal, published Gold charges run from 370 ZAR to 2500 USD, and hybrid titles charge nothing unless you take the open access option at the licence stage. Cost is a choice in this field, not a requirement, so with no publication fund the no-fee column is where to start.

What gets accepted in this field, and what gets rejected

Reviewers in this field have seen several thousand ChatGPT papers by now, and the bar has moved. A study that sailed through in 2023 is rejected in 2026 for being descriptive. Here is where the line sits.

Likely accepted

  • A comparison, not a description. AI group against a taught control, or against the same students before and after, with a measured learning outcome.
  • A learning outcome you can defend. Test scores, marked work, error rates, time on task. Not satisfaction scores alone.
  • A named theory doing real work. Self-regulated learning, cognitive load or TPACK used to predict something and then tested, not cited once in the introduction.
  • Full technical disclosure. Model name, version, dates, settings and the exact prompts in an appendix, so someone else can repeat it.
  • Ethics handled visibly. Approval number, how students consented, how data were anonymised, and what happened to those who opted out.
  • Honest limits. One institution, one cohort, one term, said plainly, with a clear claim about what it does and does not show.

Likely rejected

  • "We used ChatGPT and students liked it." A tool description plus a satisfaction survey is the most common desk rejection in this field.
  • Prompting a model and calling the output data. Analysing an AI tool's answers as though it were a participant. Say what it is: a model output study.
  • Thirty students, no control, strong claims. A small pilot is publishable. A small pilot presented as proof that AI improves learning is not.
  • A questionnaire on intention to use. Another technology acceptance model with the same six constructs is now saturated, unless the context or the finding is genuinely new.
  • No version, no date, no prompts. The model has changed since you ran it, so without those details the study cannot be repeated and reviewers will say so.
  • Undeclared AI writing. Using a model to write the manuscript without saying so is treated as misconduct, not as a style choice.

If your draft sits on the right-hand side, the fix is nearly always design rather than language. That is Manuscript Preparation Support.

Three mistakes we see in AI in higher education submissions

Scope mismatch. An AI journal wants a technical contribution, an education journal wants a teaching finding, and a paper that describes a tool then reports student satisfaction satisfies neither. Decide which you are writing before you pick the journal, and run the draft through the Manuscript Health Checker if you are unsure.

A cloned website. Education technology titles are copied often because the names are long and similar. A clone lifts the ISSN, cover and editorial board onto a lookalike address and collects the fee. Reach the journal from the publisher's own site, never from an invitation email, and check anything doubtful with the Predatory Journal Checker.

A charge discovered late. Hybrid titles show no fee until the licence stage. Check the article-charge page before submission and keep a dated screenshot of it.

What editors screen before a reviewer ever sees your paper

The editorial office checks three things first: whether the English is clear enough to review, whether the structure matches the journal format, and what the similarity report says. There is now a fourth check in this subject, which is whether you declared any AI help in writing the manuscript. Undeclared AI text is treated as misconduct, so name the tool and the use in the acknowledgements.

Run your own overlap check first with the Plagiarism & AI Similarity Checker, and get the language and formatting settled through Manuscript Editing before submission rather than after a rejection.

Where Research Ramp comes in

We match a finished abstract against live indexing, tell you plainly when a design will not survive the first screen, and prepare the submission so the editorial office has no reason to bounce it on formatting. Subject-matched PhD editors, milestone payments, and the author stays the author throughout. Multi-country studies often need a co-author on the ground, which is Collaboration Matching. Past work is on our Case Studies page.

Questions we are asked about publication fees

What does a Diamond open access journal earn from, if not the author?

Someone else pays the bill. Usually a university press, a scholarly society, a government research body or a library consortium funds the editorial work, and the labour of editors and reviewers is unpaid in every model anyway. The money question is who covers typesetting, hosting and staff, not whether the journal is free to run.

Is a low charge a predatory signal?

No. A fee of a few hundred dollars is normal for a journal run by a university or a society in a country with lower costs, and several on this page are exactly that. What matters is whether the fee is published before submission, whether the journal is in the index it claims, and whether real editors with traceable affiliations run it.

Who pays if my institution has no fund?

Start with the no-fee column on this page, because in this subject it includes an SSCI Q1 title. After that, ask your library about a read and publish agreement, which often covers the charge invisibly, and ask the publisher about a waiver, since most have a formal scheme for authors in low and middle income countries. A thesis chapter or funding statement question sits under Other Academic Support.
