一、先分清:哪些期刊要交版面费

并非所有SCI期刊都收版面费。订阅型(非OA)期刊通常不收版面费——费用由订阅方(图书馆等)承担。只有开放获取(OA)期刊,或混合期刊中你选择OA的那条路,才需要作者支付 APC(Article Processing Charge,文章处理费)。所以"要不要花钱",第一步取决于你走的是订阅还是OA。

二、经费能报吗?通常可以——但有三条新约束

版面费一般可从科研项目的"出版/文献/信息传播/知识产权事务费"等科目中列支。不过在2026年,请特别注意以下三点:

高价OA封顶2026年3月1日起,中科院停止用科研经费与中央财政拨款(含国自然、科技部等项目经费)报销单篇APC≥5000美元的高价OA期刊费用,涉及 Nature Communications(2026年APC约$7,350/约5.2万元)、Science Advances、Cell Reports、Advanced Science 等约30种。
预警/诚信问题期刊被预警或存在学术诚信问题的期刊,其发表相关费用不予报销,且在评价中不被认可。(见 预警名单解读
本单位与项目规则各单位、各项目的报销细则不同,部分单位另有本地"不予报销名单"。以你所在单位与所用项目的书面规定为准。
重要澄清:停付 ≠ 禁止发表 中科院此举并不禁止你在这些期刊发表——你仍可用个人自费、横向经费(企业合作)或单位专项配套经费支付。此外,对于 Nature、Science 这类混合期刊,若用公共经费,只能走订阅(非OA)模式发表,而不能选付费OA。政策门槛目前划在5000美元;MDPI、Frontiers 多数期刊 APC 在2000–3500美元区间,"暂时"在门槛之下——但门槛是否下调、名单是否扩大,仍需持续关注。

别让"版面费"成为你选刊的第一顺位——但也别等到接收之后,才发现这笔钱报不了。

三、如何在合规前提下把成本降下来

投稿前先查APC与报销规则。到期刊官网确认APC金额,再对照本单位/项目的报销与"不予报销"规定,别踩红线。
优先考虑高性价比的合规期刊。APC<5000美元的优质OA、以及不收版面费的订阅型期刊,都是稳妥选择;国产顶级期刊也值得纳入。
主动申请减免与折扣。许多出版社提供APC waiver或机构折扣;机构级协议(如与 ACM、ACS 等)常可全免或打折。
问一问图书馆的出版专项基金。不少单位设有支持OA发表的专项经费或转换协议。

"Can my grant reimburse this OA journal's APC?" is one of the most practical questions you face before submitting. The broad answer is: usually, yes — article-processing and page charges can generally be claimed from a research project. But in 2026 an important change landed: for high-cost OA journals, reimbursement from central public funds was explicitly tightened. Whether you can claim now depends on three things at once — the amount, the journal, and your institution and grant.

1. First: which journals charge at all

Not every SCI journal charges a fee. Subscription (non-OA) journals usually charge no APC — the cost is borne by subscribers such as libraries. Only open-access (OA) journals, or the OA option within a hybrid journal, require the author to pay an APC (Article Processing Charge). So "will this cost money" depends first on whether you take the subscription or the OA route.

2. Can grants pay? Usually — but three new constraints

APCs can generally be claimed under a project's publication / information-dissemination / intellectual-property expense categories. But in 2026, note three things in particular:

Your institution & grantReimbursement rules differ by institution and by grant, and some institutions keep their own local no-reimbursement lists. Go by the written rules of your institution and the specific grant you're using.
Important clarification: no reimbursement ≠ banned from publishing The CAS move does not stop you publishing in those journals — you can still pay via personal funds, industry-collaboration (horizontal) funds, or an institution's dedicated matching funds. And for hybrid journals like Nature and Science, using public money means the subscription (non-OA) route rather than the paid-OA option. The threshold currently sits at US$5,000; most MDPI and Frontiers titles fall in the US$2,000–3,500 range, "for now" below the line — but whether the threshold drops or the list expands is worth watching.

Don't let the APC decide your journal first — but don't wait until acceptance to learn the fee can't be reimbursed.

3. Cutting the cost, within the rules

Check the APC and reimbursement rules before submitting.Confirm the APC on the journal's site, then check it against your institution's/grant's reimbursement and no-reimbursement rules — don't cross the line.
Favour cost-effective, compliant journals.Quality OA titles with an APC under US$5,000, and subscription journals with no APC, are safe choices; strong domestic journals are worth including too.
Apply for waivers and discounts.Many publishers offer APC waivers or institutional discounts; institution-level agreements (e.g. with ACM, ACS) often grant full waivers or reductions.
Ask your library about publication funds.Many institutions run dedicated OA-publication funds or transformative agreements.
