Journals for Carbon Emissions, Carbon Neutrality and Climate Policy Research: SCI, SSCI, ESCI, Scopus and EI Compendex Options

Journal and conference list verified as on October 2026.

A call for papers lands in your inbox. It says the proceedings will be indexed in Scopus and Web of Science, the deadline is in three weeks, and the fee is payable on acceptance. Most authors read that as a promise. It is not one, and in carbon and climate research, where the conference circuit is busy and the deadlines are short, this single misreading costs more money than any other mistake we see.

Indexing is never decided by the organiser. Scopus and Web of Science decide it themselves, volume by volume, after the proceedings are published. A series indexed for four years running can be dropped for the fifth, and nobody tells the authors who already paid.

So "indexed in Scopus" on a call for papers means, at best, that earlier volumes were covered. It is a claim about the past written in the present tense. The same applies to a journal's website: coverage is a live status held by the index, not a badge the journal awards itself. Everything below is laid out with that in mind, and this is the list we actually give science clients who ask where to send carbon and climate work.

Indexed conference routes, and what the indexing claim is worth

Here is the first honest finding. In carbon and climate research the indexed conference series that match this subject are thin, and the ones that do match are engineering venues rather than climate policy venues. If you have been sent a glossy invitation to an international climate conference with guaranteed indexing, and it is not one of these, that is worth knowing before you pay.

If none of those fit your paper, and for most carbon policy and emissions economics work none of them will, the journal route is the only real one. That is the rest of this page, working upward from the tier a first paper lands in.

How to read a quartile before you read the list

Two quartiles exist and they measure different things. The Scopus quartile comes from Scimago, inside a Scopus subject category, and the JCR quartile comes from Clarivate, inside a Web of Science category, using the impact factor. The same journal can be Q1 on one and Q2 on the other.

The index tier matters more. An ESCI journal shows an impact factor and a quartile that look exactly like an SCIE one on screen, so an ESCI Q1 will not satisfy a rule asking for SCIE. Where the tier is not recorded, the tables say so rather than guess, and those titles need an ISSN check on the Master Journal List. Settling that before you write the cover letter is the first step in Journal Submission Preparation.

Scopus-indexed options, Q3 and Q4, where a first paper usually lands

A small band in this subject, and worth reading before the glamorous tables below. For a PhD scholar who needs a dated indexed record, this is the realistic route, and sequencing two or three papers rather than gambling on one is what the Mentorship Program is for.

If nobody is funding you: the affiliation and fee question in this field

Carbon and climate research attracts more unfunded and independent authors than most subjects, partly because so much of the data is public. Four things are worth knowing before you let the fee decide your venue.

  1. The free tier here is unusually strong. Carbon Neutrality carries an impact factor above 12 and charges nothing. That is not a consolation prize, it is a better outcome than most paid Q2 titles.
  2. Subscription journals still exist. Roughly half the Web of Science table above is subscription or hybrid, which means no APC unless you choose the open access option. The cost is time, not money.
  3. Waivers are usually automatic, not requested. Most large publishers check the corresponding author's country at submission and apply a full waiver or a discount. Make sure the corresponding author is the person whose affiliation qualifies, because the check runs on that field alone.
  4. Independent authors should give an address, not a blank. An unaffiliated author writes "Independent Researcher" with a city and country. Leaving affiliation empty, or borrowing a former employer's name without permission, causes far more trouble than the honest version.

If the fee still blocks the route you want, the answer is usually a different venue rather than a compromise on integrity. Working that shortlist out is Manuscript Preparation Support, and where a study needs a partner institution to become fundable, Collaboration Matching.

What gets accepted in this field, and what gets rejected

Carbon and climate is one of the most crowded subjects in the indexes, and reviewers apply a sharper filter than they did five years ago.

Likely accepted

  • A stated emissions boundary. Scope 1, 2 and 3 defined, the system boundary drawn, and the accounting standard named.
  • Transparent data provenance. The inventory, the version, the year, the conversion factors and where each came from.
  • Uncertainty carried through. Sensitivity analysis on the assumptions that actually move the result.
  • A policy counterfactual. What would have happened without the policy, argued rather than assumed.
  • Code and data deposited. A repository with an identifier, not a promise on request.
  • Claims scaled to the design. One province, one sector, one decade, said plainly.

Likely rejected

  • Another national emissions decomposition. The same index method on a new country with no new question.
  • A projection with no validation. Scenarios to 2060 with no backtest against observed years.
  • Undisclosed conversion factors. Emissions numbers nobody else can reproduce.
  • A "carbon neutrality" framing bolted on. An energy efficiency paper renamed to catch the current wave.
  • Policy recommendations from correlation. Five confident recommendations resting on a fixed effects coefficient.
  • Selective years. A sample window that ends where the trend stops helping.

What is a hijacked journal, and how do I spot a cloned climate journal site?

A hijacked journal is a fake website that copies a real journal's title, ISSN, cover design and editorial board, then collects submissions and fees that never reach the genuine publisher. As on October 2026 the reliable test is the route you arrive by: open the journal from the publisher's own domain or from the index record, never from a link inside an invitation email.

The tells are small. A different domain from the one the publisher lists, payment by personal bank transfer or a payment app, an editorial contact on a free email service, and a promise of review within days. Anything doubtful goes through the Predatory Journal Checker before you send a manuscript.

Is this carbon and climate research journal predatory?

Judge it on four checks rather than a feeling: is the ISSN in the live Scopus source list or the Web of Science Master Journal List, is the fee published before submission, are the editorial board members real people whose affiliations you can confirm independently, and does the journal describe an actual peer review process with a realistic timeline. A journal that fails two or more is one to avoid.

Speed promises are the clearest single signal. Genuine peer review in this field takes weeks at minimum, so "acceptance within 72 hours" tells you no review is happening.

Why does this journal claim an impact factor that is not in JCR?

Because anyone can invent a metric and call it an impact factor. The Journal Impact Factor is a Clarivate product, published once a year in Journal Citation Reports, and if a journal's number is not in JCR then it is not a Journal Impact Factor whatever the website calls it.

Check the ISSN in JCR or the Master Journal List. If the journal is not there, the figure on its homepage came from somewhere else, and in this subject that is common enough to be worth two minutes of checking.

What is SJIF, and is it a real impact factor?

SJIF, along with names like Global Impact Factor, Cosmos Impact Factor and International Impact Factor Services, is a commercial metric sold by private companies, not a Clarivate product. It is not the Journal Impact Factor and no promotion committee we have seen accepts it as one.

Treat a prominent SJIF badge as a warning rather than a credential. Journals with a genuine JCR impact factor display that instead, because it is worth more.

Which carbon and climate journals accept a masters or PhD student as first author?

All of them. No journal on this page restricts first authorship by career stage, and student first authors are entirely normal across the indexes. What editors assess is the manuscript, not the author's title.

The practical constraint is different: a student-led paper is usually competing against work with more data and more hands, so the realistic first target is the Scopus Q3 and Q4 band or a Diamond title, rather than Nature Climate Change.

Do I need a supervisor as co-author to publish in carbon and climate research?

No journal requires it, and authorship should follow contribution rather than seniority under every major authorship standard. If your supervisor designed the study, secured the data or revised the manuscript substantively, they qualify; if they did none of those, adding them is a courtesy, not a rule.

Two cautions. Some universities have internal policies about supervisor inclusion for thesis-derived work, so check yours. And never add a name without that person's written agreement, because every co-author has to approve the submission.

Can I publish a carbon and climate paper without an institutional affiliation?

Yes. Journals in this field publish independent researchers regularly, and the standard practice is to write "Independent Researcher" with your city and country in the affiliation field. Nothing in the submission system blocks it.

Two things get harder without an institution: paying any article charge, since waiver schemes usually check an institutional country, and getting data access where a licence requires one. Both are solvable by choosing a no-fee title and public data, which this subject has more of than most.

Which carbon and climate journals accept independent researchers?

Every indexed journal on this page does, because none of them screens on affiliation. The question that actually matters is which ones you can afford and which ones use public data you can obtain.

On both counts the Diamond titles above are the practical answer, with Carbon Neutrality the strongest of them, and the subscription titles in the Web of Science table next, since they charge no APC. PLOS Climate also runs a published fee assistance process that individual authors can apply to.

What editors screen before a reviewer sees your paper

Before anything reaches review, the editorial office checks whether the English is clear enough to review, whether the structure matches the journal's format, and what the similarity report says. In this subject a fourth check is common, because emissions methods sections get reused across papers and push the overlap score up. Run your own check first with the Plagiarism & AI Similarity Checker, and settle the language and formatting through Manuscript Editing rather than after a rejection.

Before you shortlist, the AI Journal Finder matches your abstract against indexed journals in seconds.

Where Research Ramp comes in

We match a finished abstract against live indexing, tell you plainly when a design will not survive the first screen, and prepare the submission so the editorial office has no reason to bounce it on formatting. Subject-matched PhD editors, milestone payments, and the author stays the author throughout. When reviewers come back hard, that round is Review & Response Support, and past work is on our Case Studies page.

Questions we are asked about conference papers

Is an EI Compendex conference paper equal to a journal paper?

Rarely, in the systems our clients are assessed under. Most universities weight an indexed journal article above an indexed conference paper, and some count conference output only as supporting evidence, so check your own rule before paying a registration fee.

Can I extend my conference paper into a journal article?

Yes, provided the journal version adds substantial new material and you cite the conference paper in the manuscript and the cover letter. Most publishers expect roughly a third to a half to be new data, analysis or theory, and a longer literature review does not count.

Which conferences are actually indexed?

Only the ones the index itself lists, checked volume by volume in the live Scopus source list or Engineering Village for EI Compendex. In this subject the matches are few and mostly engineering series, which is why the conference table on this page is short. Thesis, funding and authorship questions sit under Other Academic Support.
