Three decisions look like rejection and are not: major revision, reject and resubmit, and a rejection letter with detailed, engaged reviews. Each one is the journal telling you something specific about what the paper needs, and each calls for a different move. Stay and revise, resubmit as new, or take the reviews to a better-fitting journal. This guide explains how to handle a major revision, what reject and resubmit really asks for, and how to decide when to change journal rather than fight on.
months is the typical cost of one wrong decision at this stage: a revision that could not succeed, or a move to a new journal when one more round would have finished the job. Deciding well here is worth more than any single rewrite.
Major revision: what it asks and how to deliver it
A major revision means the editor believes the paper can be published in this journal if substantial concerns are resolved, and usually means the revised version returns to at least one reviewer. The concerns are typically of three kinds: additional analysis or data, reframing of theory or contribution, and restructuring for clarity. Deliver all three with the discipline described in handling the decision letter and the point-by-point response.
Our post on major versus minor revision explains what each means, and the 10-day revise and resubmit plan is for tight deadlines. A management researcher completed a major revision under an 11-day deadline with our support and was accepted in an SSCI journal after three earlier rejections. Read the case study →
Reject and resubmit: a new paper, not a revision
Reject and resubmit means the editor will not accept the current paper but sees a version that could be accepted, usually after a change large enough to make it a new submission: a new analysis strategy, a different framing of the contribution, additional data, or a substantially different structure. It restarts the review clock, often with new reviewers, and it is not a promise.
Resubmit when
- The editor's letter names a specific, achievable change
- The reviews engage seriously with the paper's core
- You can meet the main requests with your data or new collection within months
- The journal is the best fit available for the paper
Move instead when
- The reviews say, in effect, "different paper" or "different journal"
- A core request cannot be met (new data you cannot collect, a design change impossible after the fact)
- The reviews reveal a scope mismatch you did not see
- Another journal in the same tier fits better and would review the improved paper faster
If you resubmit, treat the reviews as a new brief and the cover letter as a new argument, explicitly describing what changed since the earlier version. See what to do when you get reject and resubmit and how to write a resubmission cover letter.
Rejection after review: the most valuable rejection
A rejection after full review comes with reports, and reports are the most expensive advice you will ever get for free. Before sending the paper anywhere else, fix everything the reviewers were right about. The next journal may use the same reviewers, and reviewers remember. Fixing first also raises your score on the acceptance probability check at the next target. What you should not do is argue with the decision by appeal unless there is a clear procedural error or factual mistake by a reviewer; see appealing a journal rejection for when that is justified.
Submitting the rejected manuscript unchanged to the next journal the same week. If the reviews were substantive, the same problems will draw the same rejection. If the reviews were about fit, re-targeting alone may work, but reread the paper against the new journal's last twenty articles first.
The decision framework
Choosing the next journal well
A backup list built before the first submission makes this moment easy. If you do not have one, build it now by scope, not by rank: journals that have published similar questions, methods and samples in the last two years. Screen each for indexing and, if your institution applies it, the CAS early warning list. Then score the top three with the ten-point method and submit to the highest. Our posts on the multi-journal backup strategy and building a journal shortlist explain the method, and the free AI Journal Finder generates scope-matched candidates from your abstract in a minute.
| Situation | Best move | Typical time to next decision |
|---|---|---|
| Major revision, requests feasible | Revise fully, resubmit within the deadline | 6 to 12 weeks |
| Major revision, one core request infeasible | Revise everything else, explain the one honestly, add a limitation; the editor may accept | 6 to 12 weeks |
| Reject and resubmit, change achievable | Rebuild, new cover letter describing changes | 3 to 6 months |
| Reject and resubmit, change not achievable | Move to a better-fitting journal with the fixed paper | 3 to 6 months |
| Reject after review with substantive reports | Fix, re-target by scope, submit to next journal | 3 to 6 months |
| Reject after review citing fit only | Re-target immediately after re-reading against the new journal | 2 to 5 months |
When to stop
Some papers should not be submitted a fourth time in their current form. If three sets of reviewers at appropriately chosen journals have raised the same core concern, the concern is real. The options are to collect the data or run the analysis that resolves it, to reframe the paper around what the data can support (often a smaller, sharper contribution), or to split it into a short communication and a future study. Our post on publishing research with small sample sizes and how to publish a short communication describe the second and third routes.
An education researcher facing repeated desk rejections took the reframing route with our team and was accepted in an SSCI Q2 journal in 19 weeks. Read the case study → For support through revision, resubmission or re-targeting, see Review and Response Support. We never guarantee acceptance; what we offer is a disciplined decision and a manuscript that gives the next reviewer fewer reasons to say no.
